There are many organizations, both government run and non-profits, that provide financial help to low-income families in Westchester County. They may provide a grant to pay for their rent or an electric bill, offer mortgage assistance, free food, and other low income programs. The Westchester Community Opportunity Program, Inc. (WestCOP ) is a private, not-for-profit, organization that offers White Plans and Westchester County residents a wide variety of services. They include those noted below:

  • Home Energy Assistance Program (HEAP) provides government grant that will help to pay a household’s annual energy costs and heating bills. Get funds to pay natural gas, electricity, propane, wood, oil, coal, kerosene or any other utilities.
     
  • A furnace repair and/or replacement benefit is for low-income households with inoperable heating equipment, with a focus on senior citizens or the disabled. It can fix HVAC systems and even an AC during the summer.
     
  • Energy Services (Weatherization) - This program currently focuses on reducing both cooling and heating costs in homes of low and moderate income families. Free minor updates and home improvements can be made.
     
  • Food Resources and a Free Pantry - The Westchester Community Opportunity Program offers hunger prevention. There is also help on SNAP benefits, USDA commodities and more groceries. There is also emergency relief for the low-income.

 

 

 

  • Rent Relief and Eviction Prevention - The Community Action Group offers emergency eviction prevention services and rent assistance to help both individuals and families who have fallen into arrears. Catholic Charities of Westchester County, Yonkers and Port Chester is an organization that provides rent payment assistance to tenants and mortgage relief to homeowners. They also help with other needs, such as food, clothes, shelter and more as well as relief for single moms..

  • Or get help for other emergency situations. In addition, the agency also provides electric and gas bill payment assistance for those with shut-off notices or emergency situations. Other support from the church will include food from a pantry and Meals on Wheels for the elderly.
  • Any financial assistance and money given from Catholic Charities on a one-time basis and is only partial payment assistance. There are also programs for immigrants including low-cost legal as well as help for senior citizens and others.

Con Edison has a number of assistance programs and payment plans for struggling families in Westchester County. For kids/youth who are very sick and have a life threatening disease, Friends of Karen provides cash grants and financial assistance for eligible families in various ways. They offer grant money to pay bills such as Basic Living Expenses (rent, mortgage payment or utilities, food supermarket gift cards, etc.

  • The funds are provided when these bills have have become unmanageable after a child's diagnosis and/or a parent must stop working to care for their sick child. They can also provide support with illness-related expenses (such as money for medical co-pays, transportation for treatment, medical equipment, and childcare expenses. Call 914-277-4547.

The Salvation Army has various locations including in Peekskill, Port Chester, and other Westchester County locations. They offer a wide range of resources, including financial assistance for paying rent or utility payments, free holiday programs, household products, and food.   • Seasonal programs operate as well, such as free Christmas assistance, meals, or free back school supplies for children and low income families. Emergency and family assistance programs from DSS help the low-income, disabled and families with kids. The county government offers several programs. Government funds and other social service type programs can provide case management and cash assistance / TA. There is money to help pay for like food, energy bills, and housing/rent.

  • DSS also offers other support, including weatherization as well as Home Energy Assistance Program (HEAP). White Plains Community Action Program offers a variety of utility and rent payment assistance programs. This is a separate community action just for the city of White Plans. There is grant money to help low to moderate income individuals who have had an emergency situation and have been unable to pay rent or who are facing a disconnection of their service.

  • The staff at the community action agency can also direct families to information on assistance as well as websites for free stuff. Westchester Hispanic Coalition has a list of available, low income housing and apartments located throughout the greater Westchester County. Other housing resources include free tenant landlord mediation, eviction prevention services, rental assistance and help in re-locations.

  • The non-profit may also coordinate free legal representation to clients in eviction proceedings. The goal is to prevent homelessness in the region. Washingtonville Housing Alliance of Mamaroneck may also be able to help with paying rental arrears. Examples include section 8 applications for affordable, no wait list housing. There is also immediate one-time back rent assistance, landlord-tenant mediation services, money to pay moving costs and relocation assistance. Westchester Coalition For The Hungry and Homeless - Low income families can apply for eviction prevention or emergency rental assistance. Sharing Community runs HOPWA, or the Housing Opportunities For Persons With Aids. Low-income individuals suffering with AIDS/HIV can explore resources. Energy bill or rent assistance may be provided. Bridge Fund Of Westchester may have no-interest loans or grants. They are offered as a form of homeless prevention. Budget and credit counseling is offered to help families become more self-reliant. Other social services include negotiating with landlords, and information and referrals to other charity and non-profit agencies to help. Preservation Company helps locate emergency funding for rent payments. The non-profit also provides free counseling and referrals for eviction prevention. The New Rochelle Community Action Program can be reached at 914-636-3050. This non-profit provides rent help, advocacy and landlord/tenant mediation for tenants and landlords. There is help throughout the process, including in and out of court to prevent eviction from their current accommodations.

  • Low-income New Rochelle families can get other help too. The organization assists with bus passes as well as cards to get free gasoline for an interview. Peekskill Community Action Program (CAP) administers a number of social services and can help residents apply for public assistance.   • Food and nutrition - A community center also operates as a pantry for the needy in Westchester County. There are also free Christmas and Thanksgiving meals served.

Yorktown Town offers free vouchers and subsidies to pay a portion of your rent. This is known as the section 8 voucher program. It can help the low-income, single mom and the working poor. Greenburgh/Elmsford Community Action Program (CAP) is located at 32 Manhattan Avenue, White Plains, NY 10607. Numerous emergency assistance and crisis programs are offered. Some examples of them are as follows.

  • There are applications to HEAP program for paying winter heating bills. This is a federal government funded cash grant program. The focus is on low income families, senior citizens and individuals with a permanent disability. There is an emergency component as well. They also administer the Furnace Repair/Replacement HEAP for repairs of your heating equipment or furnace.
  • Additional funding can be used to pay air conditioning or cooling bills during the summer. This can include a free air conditioner in White Plains NY too.

The community action agency will try to help people break the cycle of poverty and homelessness. Other services can include job training and placement. Westchester Residential Opportunities can provide direct cash grants and financial assistance. the money can cover of up to one month for rent, electric bills or mortgage for families or individuals who may run into an emergency situation that has left them financially strapped.
