Programs can help the disabled in Illinois. The state wants to ensure that individuals, as well as their family members, have the support they need. Resources can provide those that have a disability with medical care, cash benefits, medications, home care, and other support.
Disabled residents in Maryland can get help from several different services and resources. Assistance programs are focused on meeting their specific needs and can also help their families or caretakers. Both short term, emergency needs and long term help can be arranged. Any support provided is in addition to the standard low income financial assistance programs that may be available for basic needs, such as rent, housing, or utility bills.
While there are several different government affiliated organizations and departments that provide these benefits, many of them are managed by the Maryland Department of Disabilities. This organization will work towards ensuring that the individual, family members, and caretakers receive the help and support they need. The department evaluates services for Maryland citizens with disabilities. Staff will work with clients to identify and recommend ways to improve services, provides information and referrals, and it also coordinates and supports public and private agencies serving people with disabilities.
Maryland Technology Assistance Program, or MDTAP, can support both the disabled and seniors. The main goal is to improve the lives of any resident with a disability. Assistance is also available for their families and relatives. The state will help them by supporting access to assistive technology (AT) devices and services, both for job and home use. This includes certain basic technology services that make it easier to both get around and communicate with others. Medical assistance is available from the EID Program. This is run by the Department of Health and Mental Hygiene, or DHMH. It will provide Medicaid, a form of medical bill assistance, to Maryland individuals with a disability. The state will help pay for the majority of medical services for individuals who have no other health insurance available to them. This benefit can save individuals with Medicare $1,000 - $12,000 a year. In addition, EID will supplement any private insurance that people have and the state will pay for some services that the other insurance may not cover.
The Harry and Jeanette Weinberg Foundation's affordable rental housing opportunities initiative for persons with disabilities initiative overview was created in partnership with the state. It will arrange for affordable rental housing options for income qualified persons and their families with a disability. It was designed to build upon the strengths of the State’s Low-Income Housing Tax Credit Program (LIHTC) as well as Foundation. The initiative seeks to increase affordable, accessible, and independent housing opportunities to those that qualify in the community.
Adapting Motor Vehicles for Persons with Disabilities will ensure transportation is widely available. The disabled can get help in evaluating their needs, choosing a qualified dealer to modify the vehicle, selecting the right vehicle, being trained, maintaining the care vehicle, and they will also receive benefits in the form of substantial cost savings. There are several different agencies that work on administering these assistance programs. The Department of Human Resources administers many of the cash assistance programs and other federal government benefits. These are an option for low income households with a disabled member. Some examples on what may be offered are below.
- The EAFC or Emergency Assistance to Families with Children provides cash grants and emergency cash assistance to low income and struggling families who need emergency help paying for food, rent, security deposits, or utilities.
- Funds for utility and heating bill are provided by the Maryland Energy Assistance Program (MEAP).
- Other programs include SNAP food stamps, burial assistance, Medicaid, and the Maryland Pharmacy Assistance Program.

The Maryland Department of Aging not only can assist residents over the age of 60, but some assistance programs are also offered for those with a disability. Some examples of the benefits administered by the organization are noted below.
The state provides hot nutritious meals to residents and their spouses of any age that have a disability. The state will also offer younger eligible people short term or long term assistance. The Department of Aging will also arrange for National Family Caregiver Support Program, Life Long Learning Centers, as well as a Medicaid Waiver for Older Adults. Department of Education’s Division of Rehabilitation Services (DORS) runs the vocational rehabilitation program. This includes the Office of Field Services, Maryland Business Enterprise Program for the Blind, Blindness and Vision Services, the Workforce and the Technology Center.
This organization also oversees the Disability Determination Services. They are tasked with making medical decisions about all disability claims filed by Maryland citizens through the Social Security Administration. They also run the Independent Living Services. This is a form of rehabilitation that is provided at Centers for Independent Living (CILs). Department of Health Long-Term Care includes the federal and state government funded Medicaid Program. Among other benefits, this will implement and administer home and community-based services waivers. It also provides for a number of targeted case management programs for special population groups. Examples of assistance includes the following.
- The Money Follows the Person Program, which assists clients in the transition from an institution to community living.
- Personal Care Program supports the activities of daily living to Medicaid recipients with a disability, chronic illness, or medical condition.
- The Medicaid Nursing Home Program and Day Care is a structured group program providing services to adults with functional disabilities that are age 16 and older.
- Several other home and community-based long term care services are offered.

Department of Health and Mental Hygiene’s Developmental Disabilities Administration DDA provides several services to those that qualify as well as their caretakers. They include behavioral, individual, family, and low intensity support services. There is also help for children as well.
