Water bill assistance in Connecticut.

Find help with paying water bills in Connecticut from the Customer Assistance Program. Over the last few years Aquarion Water Company of Connecticut has provided financial assistance, grants, and vouchers to low income customers, the elderly, people faced with a shut off. There may also be help offered to others who are struggling with paying their water bills.

The company has in place a Customer Assistance Program that may be able to help eligible customers who are having difficulty paying their monthly water bills. Vouchers of up to $50 are passed out to qualified customers, as funding allows. Unfortunately not everyone who needs it can receive aid from this service, and usually the first 1000 income qualified customers who apply receive assistance. The program is limited in scope and the demand for assistance in Connecticut is very high.

To qualify for emergency help with paying water bills, customers must be receiving their bills on a quarterly basis and meet the following conditions. Even if you do not qualify, note that the water provider may also have other resources or payment plans that they can offer on an exception basis.

The applicant needs to be a contractual renter (and the water bill must be in tenant's name), or the applicant to the program needs to be a homeowner in Aquarion's service territory. They must be receiving one or more government benefits or social services through one of these assistance programs:

  • Social Security Disability Insurance (SSDI)
  • Temporary Assistance to Needy Families (TANF)
  • Social Security Supplemental Security Income (SSI)
  • Helms Housing recipient paying the minimum
  • Connecticut Energy Assistance Program (CEAP)
  • Section 8 (Housing Choice Voucher Program)
  • Rental Assistance Program (RAP)
  • State-Administered General Assistance (SAGA)
  • Federal Government Medicaid

It is important to note that receiving Social Security retirement benefits alone does not qualify applicants for the water bill assistance program from Aquarion Water Company. One or more of the benefits noted above must also be received.

In order to apply for help, you can dial any of the phone numbers and agencies below. An application will need to be completed by the customer and returned to the water company. They will review it and sign up qualified people accordingly, as funding allows.
