Where to get a free air conditioner in the Portland OR area

There are a few non-profit organizations as well as government programs in the Portland Oregon area that provide either a free air conditioner to help cool a home or they give out a box fan. Since the goal is to focus on health and safety (and even prevent conditions such as heat stroke, etc.) the air conditioner programs focus on helping the elderly as well as parents with infants / very young kids. The government options include weatherization as well as LIHEAP and non-profit programs range from those such as Cooling to the Aging, Disability and Veterans Services of Multnomah, Clackamas and Washington County.

Cooling Portland is an initiative funded by the Portland Clean Energy Community Benefits Fund (PCEF). Local non-profits as well as housing authorities help process applications and distribute the AC units to people in need. The program provides free, energy efficient portable heat pump air conditioners to the most at risk low-income Portland Oregon residents.

Aging, Disability and Veterans Centers (part of the Area Agency on Aging) help just those groups – senior citizens over the age of 60, disabled adults and vets. One program available, though very limited in quantity, are the programs to help keep people cool. In general, this will usually involve the distribution of 1-2 free window (or box) fans. Government programs that provide free air conditioners

The main one available in Portland, and throughout Oregon, is the Low-Income Energy Bill Assistance Program, or LIHEAP which can help with air conditioners.  This is federally funded each year and while the focus is on paying utility bills, during a crisis the state will allow some funds to help pay for a new, small air conditioner or repairs to one. This is generally for very low-income families (in or close to poverty levels). Also, any LIHEAP assistance for air conditioners will also prioritize seniors first then the disabled. In addition to LIHEAP, weatherization is often an option too. However this is more for repairs to an air conditioner or energy conservation updates. Weatherization can in some cases this can pay for a portable fan too – the point being weatherization and LIHEAP can be combined together in an effort to help low-income Portland Oregon households stay cool during the hot summer months.
