Families and individuals across Delaware can receive help from the Salvation Army and their Family Services Department. Every day the non-profit assists individuals and families and can help them avert a crisis by providing resources, financial assistance, and referrals. People who approach the Salvation Army centers across Delaware need to have applied for and exhausted all other resources before contacting the agency.
Heating and utility bill assistance is provided by several resources. The two primary programs are Operation Share as well as the Good Neighbor Energy Fund.
- The Delaware Electric Cooperative (DEC) created Operation Share for Kent and Sussex Counties. Financial assistance can be given only once a year to help residents with paying their DEC electric bills when they are presented with a shut off notice or when they run out of fuel.
- Delmarva Power and the Salvation Army partner on the Good Neighbor Energy Fund. The primary beneficiaries of the energy assistance program are qualified low to moderate residents of Delaware who need emergency help paying natural gas or electric bills. Any aid is only offered for applicants who do not qualify for any other emergency heating bill assistance from other government, public or private sources.

Emergency assistance is offered by The Needy Family Fund. The Salvation Army in Wilmington, New Castle, Kent, and Sussex Counties partner with the News Journal Company. Clients of this program may be referred to The Salvation Army for this utility bill assistance program in Delaware if they are not receiving or qualified for Medicaid, TANF, SSI, or GA.
The Delaware Emergency Housing Residence Program provides lodging that is comfortable and clean. The housing will be equipped with a dining program and food service. In addition to housing and shelter, Salvation Army caseworkers also provide referral, self-sufficiency and social services that are vital to the needs of the clients seeking help. Holiday assistance is extensive and wide ranging. This is always one of the focuses of the Salvation Army. They try to provide needy individuals and families help during the Thanksgiving and Christmas seasons. They often rely on volunteers and donations from programs such as the Red Kettle Campaign.
Other Christmas and holiday programs offered by the Salvation Army in Delaware include Angel Tree, new toys at its toy shops, and the Christmas Stockings program. The Angel Tree Program can distribute canned food, toys and clothes, winter coats, and other items for children. Holiday meals are offered in the community, with volunteers potentially making delivered to homebound individuals.
Operation Warm provides thousands of new winter coats to children and students.
