Neighborhood House emergency assistance programs in Portland Oregon.

Both emergency assistance as well as long term support, such as Employment Case Management, is available from Neighborhood House. There are programs for seniors, the under employed, and low income in Multnomah County. Whether someone needs help with rent, acquiring food, or maybe a security deposit, the Portland Oregon charity may be able to help.

Resources for food

The Neighborhood House Emergency Food Box Program is the largest pantry service supporting the west side of Portland. Each month, the non-profit agency provides hundreds of low-income Multnomah County households with Emergency Boxes of food or groceries. They will have enough items for three to five days’ worth of meals.

There are many restrictions and conditions in place. Depending upon availability, each month’s food box will contain a variety of largely nonperishable items that are appropriate for breakfasts, lunches, and dinners. In addition to that service, the Neighborhood House often receives donated baked goods, dairy products, produce, and other perishable items.

To continue providing this service, the non-profit does rely completely on community support and the agency is always in need of donations. In order to get some type of food, proof of residence in one of the zip codes listed below is required. It is mostly for people living in Southwest and North Portland zip codes of 97005, 97201, 97210,  97034, 97219, 97205, 97203, 97221, 97239, 97035, 97223, 97204, 97217, and 97209.

Neighborhood House housing and energy bill services

The goals of the Neighborhood House Transitional Housing Program revolve around offering stability for homeless families or those on the verge of eviction. There is a focus on residents with children by empowering them to overcome barriers. Case managers will help the client gain the skills necessary to secure and retain permanent housing, which will lead to greater stability.

As part of transitional housing, families or individuals can begin participating in the support services and programs, including employment assistance, education, intensive family case management and literacy instruction for adult family members. When they are ready to resettle, funds may be available for a deposit or other moving costs. Continue with transitional housing in Portland Oregon.

Heating bill help is available. The costs of heating a home is very high in Oregon, and often present a hardship for low-income households. In order to help these families, Neighborhood House operates or can refer people to energy-related programs below.

Oregon Heat is a form of financial assistance with paying energy bills for qualifying Portland General Electric, Northwest Natural Gas customers, and Pacific Power and Light. Applicants must show a past-due or disconnect notice in order to receive a grant.

  • -One time Energy Bill Assistance is for income-eligible families who are struggling to manage high heating costs. There may also be a crisis part of this from Neighborhood House. All assistance paid out is dependent on availability of funding.
  • -LIHEAP will offer cash grants to eligible households experiencing difficulties in paying for a main heating source. This can include electric, natural gas, propane, or oil.
  • -OEAP, or the Oregon Energy Assistance Program, is only for households that use Portland General Electric and Pacific Power and Light.

The objective of Neighborhood House’s Rental Assistance Program is to help residents in the service area prevent evictions. This can be done by providing financial assistance with back rent or security deposits. The program is allocated a certain amount of funds each year and is only for tenants living in  Multnomah County.

Any grants or loans for paying rent are a last resort. The household must have applied for assistance from other public resources or charities prior to applying to Neighborhood House. The applicant must have a source of income, participate in case management, and the landlord may need to agree to any mediation or other solutions as well. There are other options in Portland Oregon as well for emergency loans.

Help for employment and job training needs

Neighborhood House’s Employment Case Management will help individual Multnomah County residents who are ready and motivated to focus on improving and enhancing their job skills. The process will coordinate employability resources and help them ideally increase their earning power. The agency will partner with WorkSource Oregon to present workshops and training, as well as with local community colleges to provide assistance and instruction for GED completion and continuing education. There is even information on other “odd jobs”, such as turning junk into cash.

Staff will help clients with resume creation, practice interviews and preparation for job interviews in Portland. In addition, the program offers ongoing support to ensure that the client is successful, even after he or she finds employment.

Head Start is run by Neighborhood House as well. The program is modeled on the federal government service, which has played a key role in focusing the attention of the nation on the importance of early childhood education. This was created to be a pre-school program for primarily low-income three to five-year-old children and their families as well as the disabled, regardless of income.

Among other things, this will ensure that every child enrolled in the program is prepared to begin kindergarten. It also feeds them and can address medical needs. It works through the promotion of optimal social, cognitive, and physical development.

There is also help for seniors in Multnomah County. Neighborhood House will offer them Care Management, which assists at-risk seniors and will allow them to access services that are necessary for them to remain independent.

The House will offer Information and Assistance. The elderly can learn about and gain access to medical transportation, housing information, or medical and/or dental care. Other support may be caregiver listings, senior law project services, and applications for health insurance benefits.

Other programs for the elderly include a Senior Center, which holds activities. There is also a Senior Food Box service to help prevent hunger. Or transportation across Portland is in the form of a shuttle service for shopping and recreational outings or maybe rides to medical appointments.
