Individuals have several programs that they can rely upon from Dominion Power in Virginia. Resources include EnergyShare, weatherization, free fans, and other government supported low income energy bill assistance programs. Below are more details on all of the services, as well as information on how to apply for help.

EnergyShare may be the number one program that Dominion Power advocates in Virginia. Low income customers who have no other options available to them, and who have not been able to get help from other government assistance may qualify for EnergyShare.

Both cooling and heating bills can be paid for by the EnergyShare assistance program. Any type of heating bill can be paid, whether oil, electricity, wood, kerosene, or natural gas. Cooling bills can be paid as well, such as air conditioning expenses. This program of last resort provides a one-time cash grant or payment  for those low income individuals who have exhausted other forms of assistance or who do not qualify for help from other resources.

Every year thousands of Virginia families get help from EnergyShare. All payments that are disbursed are made directly to energy vendors and utility companies, and no money is paid directly to applicants.

The program is funded by donations from businesses and the community at large. All funds that are provided are tax-deductible donations from employees, customers, stockholders, EnergyShare Partners and Dominion Energy. Every dollar and cent that is donated goes directly to benefit those low income people who need help. This is because social service agencies across Virginia as well as Dominion pay for the program's administrative expenses.

Dominion Power works closely with community action agencies across Virginia. Together they offer low income seniors, families with children, the unemployed and disabled with information on financial assistance programs. Free fans are provided by Dominion Power in Virginia to cool homes. The official name of the program is Fan Care, and it is a public-private partnership that is run by the Virginia Department for the Aging but sponsored by Dominion. Low income seniors and people faced with a crisis, such as a medical emergency, may qualify for this program which can help them keep cool during the summer months. The program provides at most one free fan to elderly lower income Virginians who meet eligibility requirements and who also live within Dominion’s service area.







Government assistance to pay Dominon Power assistance programs

Virginia Energy Assistance - This is the states version of the Low income Energy Assistance Program (LIHEAP). Government funds pay for the program, and qualified applicants can get grants to pay their Dominion Power utility bills.

  • Crisis Assistance - This is focused on people with an emergency, such as a disconnection or shut off. Crisis assistance helps Dominion Power customers in heating and cooling emergency situations. Money can help Virginia families pay primary utility security deposits, utility cooling and heating bills, repair/replacement of heating equipment, or primary heating fuel.
  • Heating and Fuel Assistance - Can help qualified households with the costs of paying for heating their homes.

Weatherization Assistance - This free energy conserving program is fully supported by Dominion Power. The program helps with energy efficiency and air infiltration. Weatherization can save people hundreds of dollars per year on their utility bills, and it is free to income qualified families, with a focus on seniors and families with children.

Cooling Bill Assistance - Funds can help pay for electric and air conditioning bills during the summer. The Virginia program can help with cooling equipment repairs or purchases too. Funding is more limited for this service.
