Human Development Commission - Low income, unemployed, and other eligible applicants can get access to emergency fuel or assistance with paying heating and electric bills when funds are available. In addition, the agency also offers THAW and weatherization programs for low income and elderly. This is the main non-profit community action agency for the county, and many other programs are run by HDC. Other services are as follows.
