DHS housing assistance in Illinois.

In addition to the number housing assistance programs listed throughout this site for Illinois and the counties in the state, additional resources are provided statewide by the Illinois Department of Human Services (DHS) by county below. The focus is on homeless prevention. Find how to access programs that help with housing needs from the IL DHS.

So qualified families or individuals facing a crisis may be able to qualify for grants to pay their rent and/or utility bills. While even more limited, there may occasionally be money available for a partial mortgage payment. The primary programs and agencies by county and town are listed below.

DHS government grant funds for housing costs

The funding is distributed on an annual basis to the agencies. Federal government and state of Illinois funds are used to run the programs. The amount provided to a local agency in IL will change from year to year, and the demand for housing assistance is very high. That means that only a small percentage of applicants will be able to qualify for money to help pay housing costs from DHS. There are a number of conditions that will need to be met by applicants, including income and asset levels..

Any funds from DHS paid out will for the prevention of homelessness (money for rent, a mortgage, utilities, taxes, etc.) and will be used to stabilize families. Both arrearage and current expenses can be paid. Only those Illinois residents facing imminent eviction, foreclosure and who are on the verge of homelessness may qualify.

In addition to any funding provided, applicants will need to participate in a number of case management service. This will include help with securing affordable housing, employment services, and financial literacy. Those supportive services include Housing Location/Inspection, Counseling, Follow-up, and Outreach.

Many of the housing programs as well as case management, are run by partners such as Mercy Housing, a faith based group. As the state DHS also works with other groups to help people such as placement into the Mercy Housing and shelter programs.

The household that is applying must fully document a temporary economic crisis or hardship that is beyond their control and was not caused by them. For example, an unexpected job loss or medical emergency. In addition, applying households need to be able to demonstrate and provide they will have the ability to meet the prospective mortgage/rental/or utility obligations after the assistance from Illinois DHS has been granted.

People who get financial help have a short period of time to get back on their feet. They need to provide this based on their current or anticipated income. The demand for assistance in Chicago and Cook County is very high. Applicants for rent or energy bill assistance may be placed onto a waiting list. Government grants may be issued during the winter to pay gas or heating bills.

Both have case managers that can help qualified individuals apply for housing. This include grant money for mortgage/rent payment assistance and other aid.
