SouthEastern Arizona Community Action Program (SEACAP) The federally designated community action agency for Cochise, Graham, Greenlee, and Santa Cruz counties. They also provide utility assistance to qualified renters. Bisbee Coalition for the Homeless (BCH) Serves residents of Bisbee and the surrounding Cochise County area. In addition to emergency shelter, BCH administers the Arizona Department of Housing's Eviction Prevention and Emergency Homeless Housing (EPEH) Program, which can provide rental eviction prevention assistance, security deposit help, and utility assistance to qualifying residents.
