If you're behind on rent or facing eviction in Cochise County, there are organizations that may be able to help with rental payments, security deposits, or moving costs — and which one to call depends on your situation and location. This page lists verified contacts for all of these, organized by type of help.

SEACAP (the county's community action agency) serves all of Cochise County and is often the first call for emergency rent help across the region, with outreach sites in Willcox and Douglas in addition to the main Bisbee office. For tenants in Bisbee specifically, the Bisbee Coalition for the Homeless also handles eviction prevention and security deposit assistance. Small emergency funds to help pay rent or housing costs may exist at a few churches in the more rural parts of the county.

For Section 8, the Housing Authority of Cochise County administers vouchers for the entire county — but the waiting list is frequently closed and accepts new applications only during periodic openings. If you're a tenant dealing with an eviction notice and need legal help, Southern Arizona Legal Aid has a free office in Sierra Vista that covers all of Cochise County.

Organizations for emergency rent and housing assistance

SouthEastern Arizona Community Action Program (SEACAP)
The federally designated community action agency for Cochise, Graham, Greenlee, and Santa Cruz counties. For Cochise County residents, SEACAP provides one-time emergency rental assistance and help with move-in costs including security deposits and first month's rent, subject to income eligibility and available funding. They also provide utility assistance to qualified renters. Assistance is available to households with income at or below 60% of the state median income (or 150% of the federal poverty guideline, whichever is higher). You must have an eviction or foreclosure notice or exit letter from a shelter to apply. If applying for move-in costs or first months rent help, do not move into the unit before receiving a voucher — moving in beforehand makes you ineligible.

Bisbee Coalition for the Homeless (BCH)
Serves residents of Bisbee and the surrounding Cochise County area. In addition to emergency shelter, BCH administers the Arizona Department of Housing's Eviction Prevention and Emergency Homeless Housing (EPEH) Program, which can provide rental eviction prevention assistance, security deposit help, and utility assistance to qualifying residents. Section 8 and subsidized housing

Housing Authority of Cochise County (HACC)
Administers Section 8 Housing Choice Vouchers for all of Cochise County and Graham County. The HCV waiting list opens periodically and is frequently closed — when open, applications can be submitted online or in person at the Bisbee office or the Douglas satellite location. Church and faith-based emergency funds

Saint Jude Catholic Church — Pearce

Free legal help for tenants

Southern Arizona Legal Aid (SALA) — Sierra Vista Office
Provides free civil legal services to income-eligible Cochise County residents facing eviction, housing discrimination, lockouts, utility shutoffs, and other landlord-tenant disputes. SALA also assists tenants in subsidized and public housing. The Sierra Vista office covers all of Cochise County. Apply by phone, in person, or online.
