West Virginia HUD-Certified Foreclosure Prevention and Housing Counseling Agencies

West Virginia has one of the highest rates of owner-occupied housing in the country — more than three quarters of residents own their homes — which means foreclosure is a significant concern here. The state also has a relatively small number of HUD-certified housing counseling agencies spread across a large, mountainous geography. For homeowners in those areas, several agencies on this page provide counseling by phone, and the national HUD hotline connects callers to certified help regardless of location.   • Do not pay for help. All legitimate foreclosure counseling is free. Anyone who asks for upfront money to stop a foreclosure, arrange legal support or negotiate with your lender is running a scam. Report them to the West Virginia Attorney General at 800-368-8808.

Charleston — Kanawha Valley Area

A faith-based nonprofit operating in Charleston since 1987, backed by more than 30 member congregations. HUD-certified for pre-purchase counseling and homebuyer education. They often help more than 200 households per year - but that changes based on resources, funding and other factors. Also active in affordable home construction and sales in the Charleston area, with homes currently available on the West Side. Open Monday through Friday, 9am to 4pm.

A long-standing Fayette County nonprofit focused on housing for working-class and low-income Appalachian families. HUD-certified for pre-purchase counseling, home improvement and rehabilitation advice, and rental counseling. Also active in organizing college volunteer work camps for home repair each summer. English and Spanish services available.

Elkins — North Central West Virginia

A NeighborWorks America chartered member serving Barbour, Lewis, Pendleton, Pocahontas, Randolph, Tucker, Upshur, and Webster counties. One of the more complete local housing resources in the state: offers competitive home loans, pre-purchase counseling, credit and budget advising, mortgage delinquency counseling, homebuyer education, and post-purchase workshops — all under one roof. Office hours are generally Monday through Thursday, 8am to 4:30pm.

Fairmont and Morgantown — North Central West Virginia

Fairmont-Morgantown Housing Authority (FMHA)

A regional housing authority serving Marion, Monongalia, Preston, and Taylor counties through its HomeOwnership Center program. Provides pre-purchase counseling, homebuyer education (held the second Friday of each month), mortgage delinquency and default counseling, non-delinquency post-purchase education, rental counseling, and fair housing services. ASL services available in addition to English. The Morgantown office is at 430 Spruce Street.

Martinsburg — Eastern Panhandle

A national nonprofit with a Martinsburg branch serving the Eastern Panhandle. Provides mortgage delinquency and foreclosure counseling, pre-purchase counseling, as well as homebuyer education. Other programs include rental housing counseling, financial management coaching, and fair housing services. Spanish-language services available. Telamon operates housing and financial empowerment programs across 10 states and brings consistent resources and training to this region.

 

 

 

Parkersburg — Mid-Ohio Valley

A local nonprofit serving Wood County and the greater Mid-Ohio Valley region. Provides HUD-certified mortgage delinquency and default counseling, pre-purchase counseling, homebuyer education, and financial management services. Also offers debt management plans, credit counseling, and bankruptcy advice — useful for homeowners whose mortgage trouble stems from broader debt issues. Income-scaled fees make most services accessible regardless of household income.

Delbarton — Southern West Virginia Coalfields

Housing Authority of Mingo County

The most geographically remote HUD-certified agency in the state, serving a stretch of southern WV that has few other local resources. HUD-certified for mortgage delinquency advice including foreclosure prevention services. There is also pre-purchase counseling, homebuyer education, home improvement and rehabilitation programs, rental housing support, and programs for those at risk of homelessness. Serves Mingo, McDowell, Logan, Wayne, and Wyoming counties. Spanish-language services available. Office hours are generally Monday through Thursday, 7am to 5pm.

Weirton — Northern Panhandle

A community action agency serving Hancock, Brooke, Ohio, and Marshall counties in West Virginia's Northern Panhandle. HUD-certified for mortgage delinquency assistance, pre-purchase counseling, financial management, and they also help people access or who reside in rental housing. Also provides health care through Federally Qualified Health Centers, domestic violence advocacy, and a range of other family support services — a useful point of contact for households dealing with multiple compounding issues.
