Stark County eviction and rehousing assistance programs.

The purpose of the eviction and rehousing assistance programs in Stark County Ohio are to help with stabilization. The agencies that are involved in administering this service will provide case management services to the applicant in an effort to ensure the root cause of their hardship has been solved. Only after this has been done may the client apply for a grant or other forms of aid.

The solutions available as part of homeless prevention include a combination of legal aid, temporary accommodations (such as free motel vouchers), as well as grants for paying rental or energy bill arrears. Other eviction assistance may also be provided on a case by case basis, after an assessment has been done. There are also several agencies that are involved in administering the eviction and rehousing assistance programs, including COMMQUEST in Canton as well as the Department of Community Development and others.

Programs to stop evictions in Stark County

There are several used. The first is mediation and/or legal aid. Ideally the landlord and tenant can agree to some type of payment plan. As the availability of money for paying rental arrears is much more limited as well as difficult to get. In fact, the main source of funding in Stark County Ohio is the Emergency Solution Grants, and this funding goes quickly.

Low income tenants with a pay or quit notice, or some other housing issue, can try the Community Legal Aid Services for free advice. Lawyers from the firms will meet with the tenant to review the eviction letter. Or if homelessness is caused by unpaid heating, water, or energy bills, then those issues will be assessed as well. Non-monetary disputes will also be reviewed too, including for lack of repairs, noise disputes, and similar challenges. The goal is to find a solution other than eviction.

Funding to pay for housing costs comes from the Emergency Solution Grants in Stark County Ohio. This is what COMMQUEST (as well as other non-profits in the region such as United Way partners) uses to help pay for some designated housing expenses. Based on the applicants status (whether they lease or are homelessness), there income, whether disabled or not, some of the ESG money can be used for the following.




  • -Rental arrears to stop evictions.
  • -The homeless can have grants to pay for motel or hotel rooms or a security deposit on a new apartment.
  • -Utility costs can cause homelessness, so Stark County families can get financial help for those bills (such as water or heating) along with applications to LIHEAP.
  • -Money for moving costs, lease application fees, and housing court filings.

Applications are needed for these eviction prevention programs in Stark County. Staff from a local non-profit will review and assess the request. Any financial assistance provided as part of ESG must stabilize the family. Also, ongoing monitoring is required in as part of homeless prevention. This will ensure that the tenant does their part to gain self-sufficiency, such as reducing their debts, saving money, and taking other steps.

Assistance from rapid-rehousing

Currently homeless individuals can apply for this program. It will also support women escaping from domestic violence or immigrants that are new to the greater Canton Ohio area. The goal is to satisfy the household's need for stable housing placement.

A comprehensive approach is used. This is done so that future evictions can be prevented. As there is no use to help someone gain stability if they are just to go homeless again in the future. Therefore rapid rehousing is combined with applications to health insurance benefits, career advancement, child care vouchers, SNAP food stamps, workforce development, and much more.

Stark County non-profits that take part in rehousing, including ICAN for veterans, follow strict guidelines. They will help formerly evicted families or the short term homelessness. Only when all criteria have been met will grants be used to pay for security and utility deposits payments, lease application fees, and other set up costs.




Rehoused families will also be required to partner with the case manager to learn how to become a good renter. They will be monitored, and the landlord will also play a role in this. Attorneys from Community Legal Aid Services are also used to address any ongoing case management needs, such as resolving a future dispute.
