New Hampshire HUD-Certified Housing Counseling Agencies: Free Foreclosure Help

New Hampshire's housing market has become one of the most expensive in New England by almost any measure — median home prices in Rockingham County and much of the Seacoast are well above what local wages support, and even the state's more rural north offers little of the affordability it once did. The good news is that the state's network of HUD-certified housing counselors, as listed below, is small enough to be nimble, and the agencies that remain on the list are well-established organizations with real expertise in working through loan modification, loss mitigation, and foreclosure prevention with servicers.

  • NOTE: HUD counseling is either free or has a minimal fee based on the client’s income. For people that can’t afford the counseling, the service will always be free. Be mindful of other mortgage relief counselors that try to charge as part of a scam if you can’t afford it.

New Hampshire is a power-of-sale foreclosure state, which means lenders don't need a court order to move forward once a loan is in default. That makes early counseling contact genuinely worth more here than in states where judicial proceedings create built-in delay. Any of the HUD counseling agencies below can help a homeowner understand where they stand and what options are still on the table.

NH Housing is the state's housing finance agency and also a HUD-certified counseling agency in its own right. In addition to mortgage programs for buyers and refinancers, it provides direct homebuyer and financial counseling and maintains the state's most comprehensive directory of affiliated counseling agencies. Homeowners at risk of foreclosure can also call 2-1-1 for a referral to the nearest available resource.

 

 

 

North Country and White Mountains

The region north of Franconia Notch is largely served by one organization, which has built out a full range of counseling services from its Littleton base. USDA loan packaging — helpful for rural purchases in Coos and Grafton counties where conventional financing can be harder to access — is available here alongside standard HUD counseling.

Pre-purchase counseling, foreclosure prevention, reverse mortgage counseling, and budget/credit counseling. HUD-certified counselors on staff also package USDA Section 502 Direct Loans, making AHEAD particularly useful for buyers in rural areas where that loan type is relevant. In-person appointments available; online homebuyer education also offered.

Greater Manchester, Central NH, and Lakes Region

HOMETeam is the shared counseling program operated jointly by NeighborWorks Southern New Hampshire, CATCH Neighborhood Housing, and Lakes Region Community Developers — three organizations whose combined geographic reach spans from southern New Hampshire through the Lakes Region. One-on-one counseling is available in person and virtually for both prospective buyers and current homeowners. Homebuyer education seminars are offered on a rolling schedule; individual counseling is available to workshop completers.

GreenPath

GreenPath is the successor to CCCS of New Hampshire and Vermont, which operated multiple offices across the state for decades before the 2011 acquisition. Today GreenPath provides mortgage delinquency and default resolution counseling, pre-purchase counseling, and financial management services primarily by phone and virtually, with in-person availability at the Manchester office. NFCC-certified counselors are generally available Monday through Thursday 8 a.m.–10 p.m. and Friday 8 a.m.–8 p.m. ET.

Seacoast and Southern Rockingham County

The Seacoast corridor — Rockingham County down to the Massachusetts line — has two established agencies serving homeowners from different angles. The Housing Partnership focuses on pre-purchase education and has active seminar schedules throughout the year; Community Home Solutions handles delinquency, foreclosure prevention, and rental counseling for households already in difficulty.
