Minnesota HUD-Certified Housing Counseling Agencies Guide.

Minnesota's foreclosure process runs on a tighter legal clock than most homeowners realize. Lenders here can foreclose by advertisement — no court filing required — and once a sheriff's sale occurs, the redemption period is typically six months. The practical result is that early contact with a housing counselor, and a list of HUD certified agencies below, matters more here than in states where foreclosure moves through the courts over years.

The state also has one of the widest racial homeownership gaps in the country — an over 50 point spread between white and Black homeownership rates — which shapes both who is most at risk and which agencies have built specialized expertise around closing that divide. Several of the organizations below exist specifically to serve immigrant and refugee communities that larger general-purpose agencies often can't reach in culturally meaningful ways.

  • NOTE: A homeowner can still reclaim the property within that 6 month foreclosure window by paying the full amount owed, but once it closes, the option is gone.

  • Lutheran Social Service of Minnesota

The St. Cloud metro's housing market is shaped largely by health care and manufacturing employment, drawing a steady mix of workers and first-generation buyers into a mid-sized market that lacks the deep agency network of the Twin Cities. Both Catholic Charities and LSS maintain offices here with the full range of counseling services.

Rochester anchors the southeast as an economic hub driven by the Mayo Clinic and a growing tech sector; Mankato anchors the south-central corridor. Both areas are served by dedicated regional organizations alongside LSS.

Long drives between towns and a housing market tied to agricultural economics define the southwest. The Southwest Minnesota Housing Partnership is the only HUD-certified agency headquartered in this region and covers a wide geography.

Duluth, Arrowhead, and Iron Range

Minnesota's northeastern corner has its own distinct pressures — Lake Superior port economics in Duluth, Iron Range communities managing long mining industry cycles, and a significant Native American population across the northern counties. Three agencies anchor this area, with LSS providing additional coverage across the range.
