Hi,
Rocky Mountain themselves have different options that you may find useful. They are listed here. Not only do they offer payment plans or grant money to help with the bills, but the customer service is great too as noted here at Rocky Mountain assistance programs.

Who helps pay Rocky Mountain power bills?
Hello,
I’m in desperate need of assistance and was provided this email by Rocky Mountain power. Please let me know if there's anything you need. I have been having an extremely difficult time. My husband is currently out of work. I’m employed but have been working less hours due to FMLA reasons for my fibromyalgia I’ve been unable to work my regular 40 hours. This has put us behind in everything. We have 5 children with the youngest under 2 years old. I’m reaching out to see if there's anything this program can help us with. I appreciate anything that can be done. Thank you so much!
