Need help with my bills in Allen County KY

We will send you a couple options, but Allen County only has ~20K people so it is small, rural. But we have a statewide list of KY assistance programs that lists state options.

I do not have a phone in order to contact the various agencies to complete applications or to see if I qualify for assistance.
I moved to Allen County KY Scottsville City in March 2025, shortly after my youngest son who had a year and a half to go in school, became despondent over the legal suite his father filed against me to gain custody of him, then age 16, in order to stop paying child support.
The pressure was too much, so I allowed him to drop out of school. Doing so I lost his portion of my SSA Disability income, which I had counted towards my rent and utilities.
I have been overdrawn each month since April $500-$700 and my income is just $1324.
I have appealed twice to SSA but am denied. They believe I have a roommate/partner and his income. I do not. I am mentally and physically impaired and I am so confused and afraid. I sent my boys to live with their father because I could not afford to feed them and the utilities they used.
I am so scared I do not know how to proceed, my vehicle's tags have been expired since May, I do not have car insurance, I need help, please, dear God, please, help me. I keep the internet for my small eBay store which has kept the utilities on because it does not go into my checking account by PayPal.
If it were not for that, I would be homeless by now.
I need assistance paying my rent of $975.00, my utilities Tristate Electric, Allen County Water, NCTC Internet. The disposal company I am behind and cannot contact them to cancel service and try to pay for what I owe them. I owe Verizon about $195.00, my psychiatrist is in collections, my son's endocrinologist is in collections, my late service dog's vet bill will be going to collections.
With NCTC internet you must have landline emergency outgoing only. However, calls can come in.
I was to build my credit so that I could apply for a USDA Home loan...that was my dream when I moved into this beautiful little farm.... now that is all gone...I have nothing, not even my sons, who bring me comfort...
