Looking for help with bills in Rochester NY

I live in NY Monroe County. I have no place to stay at been sleeping in my car can't find a place because I have a dog. She's an emotional support service dog & I do have papers and my credit score & no landlord reference. Even tried to get into rent to own no down payment haven't had any extra money because my car needs to be repaired too and I need food for me and my dog. Doctor & my therapist don't want me to stay at a motel. I'm dealing with PTSD at that house they argue a lot slamming doors & they are using the house is not a safe environment for me or Leaha

Happy New year. The reason for my email is I need help keeping warm in my apartment. I live in a 2 family house. It has only I tank, that uses oil to heat the house via radiators. This used to be a whole house.
The thermostat is down in the first floor apartment. The tenants are an 86yr, 58, 30. At night the heat gets shut off before they go to bed because the radiators in their bedroom don't work so they don't care. Then when the 86 year old gets up she puts the thermostat on 76 degrees. I also get the draft from the hallway. OMG, I get sad. I have been living here 6 years. I have gotten sick a lot living here. Also, I am looking for an apartment but no luck. God please send me help. I have a job -- I work part time anywhere from 20-25 hours a week and make 17.00 an hour. I don't drive or have transportation and live in a small town with limited places to work within walking distance.
I have tried applying for cash assistance through DS but was denied and told I to make over the cash amount to be accepted.
Are there any other cash assistance programs that can help?
I currently receive snap food benefits monthly and I am also supposed to receive heap credit -- but it's delayed because of the government shut down. But the heap credit is only for rightly $ 400.00... unfortunately my national grid electric bill is $300 dollars this much because I have been having a hard time keeping up and affording it.
Is there any other program I could be accepted for? If so, could someone mail me some applications?
