That is great you are trying to help your sister there and look here for financial assistance programs in St. Louis MO.
Also, maybe there are timelines around the unpaid utility debt, so try legal aid in St. Louis - look here for a free legal aid lawyer in eastern MO.

This amount is past due, going back 15 years ago. As I stated above, that is when Sherry lost her husband, and his lengthy illness was a cause of this excessive amount. Also, there was a woman living with Sherry and her husband, and after his death, Sherry moved out. The woman, Linda Otts, stayed on at the apartment, and agreed, she would put the electricity in her name.
When I called Ameren yesterday, hoping to get them to waive this 15-year-old debt, or at least reduce the amount to something reasonable, I was met with nothing but resistance. I was transferred several times, speaking with 4 different female employees, and all of them were relentless. None of them were willing to even reduce the amount, though I explained these circumstances to each of them.
One lady agreed, though, to turn the electricity on for Sherry, so that Sherry can move into the new apartment. But, Ameren plans to add the outstanding debt to her bill each month, and expects her to make payments, until the balance is paid in full. Saving the sum of money needed for the move-in costs was difficult enough for Sherry, but the burden of this debt hangs heavily on her.

I am in really terrible financial shape. I have medical bills, credit card debt, behind on my mortgage, behind on HOA dues with the threat of foreclosure from the HOA Board and their Property management company..even after i paid them $15,000 for back dues and a sewer pipe repair under my slab in January 2021. They will not give me any leeway on paying the $1606 I am currently behind on, they are playing HARD BALL....finishing a bankruptcy, owe a lot in taxes, am behind on filing my 2019 and 2020 taxes. I am behind on personal property taxes to the city of Saint Louis for my car, will need to pay for inspection and registration in Oct 2021, late on Driver's License renewal (just forgot), and have little money for food and required medication.
Have a case worker, case worker supervisor, therapist and Psychiatrist, as I have several diagnosed mental health illnesses...all in the name of helping me....and my current mental health state is being closely monitored....
But every organization in Saint Louis that has been contacted tells my Case Worker and I that they cannot help me with anything because I make too much from my Disability Pension (I was a SPED Teacher in MO for over 20 years) or of course I do not make enough to pay all of my bills....
I had an inheritance from a family member that allowed me to pay those aforementioned expenses, however that money is now gone.
I do not have any family in Saint Louis, my Father passed away in April of 2016, and four days after his funeral, my mother and siblings "disowned" me, I have had not contact with them since. I do not have friends either.
I do not have a working furnace, AC or hot water heater. My refrigerator, dishwasher, washer and dryer are all not working or have been damaged by the repeated sewer back ups that flooded my basement, which also destroyed all of my personal items that were not stored in plastic bins.
I live in Lake St Louis, St Charles County, Missouri, 63367.
We have contacted 2-1-1, with no organizations that could help in Saint Louis. We tried Community Entry, could not help because I made approximately $2000 over their poverty qualifying income. They did suggest church groups, but they do not have resources that can replace my water heater or AC which are not working due to age and inappropriate care, prior to my purchase of the house...I believe it was a poorly done flip, when I bought it...
So ANYTHING, that you may know of that my team has not thought of, or anything else, I would be grateful to learn about.

Yes, $600 a month for a 3 bedroom is cheap! St. Louis tends to be more affordable then the coastal cities. But still. As far as resources for you, there may be some. find rent help in St. Louis. There are dozens of agencies in the region that may support you and your loved ones. Good luck, and sorry to hear about the separation.

I am currently living month to month on disability. I am a single mom with two minor children and am on disability. We are struggling, badly. I applied for Food and Nutrition Benefits, and only was allowed $113/month for the 3 of us. Now, I'm looking a way to aid in paying my rent each month so we do not end up homeless. We have lived here in St. Louis 4.5 years, but since my spouse and I separated I can barely make rent each month. I don't know of any place we can move that is as cheap as we pay now ($600/month for 3 bed, 2 bath), and my landlord agreed not to raise my rent. But I can barely afford it. Same with the electric bills. Any help would be greatly appreciated!

Requesting assistance with my rent. My daughter had recent skull replacement surgery and had both of her hips broke and repaired. Between the time off for my daughters care, the medical and medication expenses for 2 of my children and recently being terminated by my employer I have fallen behind on my rent which is $640 / more and I am behind 2 months.
I’m concerned with being evicted if I don't pay this immediately. I have no money at this time to pay this expense as well as for my son’s medication, food, utilities. I am strenuously seeking employment at this time and have yet to receive calls back from employers. I used the children's Christmas gift money to pay the electricity so it would not be disconnected. I do not know if this is even the right place for this in St. Louis as I have never requested assistance that I needed immediately before. Thank you for taking the time to ready this and God bless.

Try the Community Action Agency of St. Louis County, Inc. They offer a Housing Assistance Program. The agency, which goes by CAASTLC has extnesive, comprehensive housing and rent assistance programs which includes Home Ownership, Housing Counseling, and Rent/Mortgage Assistance and grants.
