Rats need to be removed from an old house

My elderly parents live alone in their house. They just found out that they got holes under the house where rats and launches are getting in. They don't have the financial needs to pay someone or a company to get rid of the rats and cover the holes under their house or pay for any type of house renovations. We are looking to see if there is a program for seniors that could help them do that.
