Sounds like you definitely have some challenges - only income being CalWorks, living in a shelter, legal issues etc. You need a lot more help then just tires to navigate those challenges, but try this for community action services in San Diego County.
They may have ideas for you on the help with tries and other needs in Chula Vista California,

Free tires needed in California for my vehicle
Hello. Good afternoon. I’m hoping to find a program to help me get new tires for a vehicle that a couple let me make payments for. It’s a used 2006 VIA SUV regular size. I’m currently at TH Transitional housing. I was in the DV shelter in Chula Vista California called SBCS for 5 months before I moved into TH. I have two kids 4 and 9 yrs old both live with me. I’m currently going in and out of court for custody against my kids father. It’s hard to get a job right now because the custody is not finalized yet and I’m having a hard time finding a job that can work with me because of disability illness. I have fibromyalgia. My only source of income is Calworks. I hope there’s a program out there or some kind of funding program that can help me get tires so I can have transportation to take my kids back and forth from school and to work when I do find a job.
