In addition to of course calling the electric company to ask for options, and the government programs like LIHEAP (we have information about it at the Massachusetts LIHEAP page) one option many people may not know about is Kinship benefits. It is at https://www.mass.gov/kinship-navigator
This is for say non-parent, like a grand parent, raising kids like she is with the 2 she has at 11 and 15. So look into those.
