I apologize for my current mental and emotional state as I cope with the traumas since my late beloved and devout spouse bid me an "I'm going to Heaven" adieu in 2018.
I am a 68-year-old widow of a cancer fatality, living since 2020 at Casa de los Amigos, a senior housing community owned by Creative Housing & Services for low-income seniors under the California TCAC (Tax Credit Allocation Committee) Program and IRS Section 42.
Through the thoroughly efficient verifications of the previous Housing Administrator of Casa, Ms. Dottie, I moved into Apartment 140 on July 1, 2020. On July 6, I was accepted as a part-time Accounting Assistant at Medinformatix Inc. in the LAX area. Ms. Tia took over Ms. Ellis' position that year after Ms. Ellis retired to Ohio.
Despite my March 31, 2018 recertification meeting with Paula, at which she signed receipt of my employer verification, pay stubs, bank statements, and other required documents, and despite receiving additional documentation on June 21, 2021, Ms. Owens started posting notices on my door and mailing me letters stating that they would "begin steps to terminate your lease." She issued July 20 eviction notices that erroneously projected my income as $54,557 by calculating twelve Christmas holidays instead of the actual three. My 2015 Community Housing Management Services (now Creative Housing & Services) Low-Income Lease Rider states that the limit is "140% of the current year's certification income limit," which Ms. Owens herself confirmed by email on July 20, 2021, as $51,072.
On August 5, 2016, just to stop the distress, diarrhea, and constant anxiety caused by the nonstop eviction notices, I quit my permanent job without unemployment benefits from EDD. I also lost all my employment benefits, including my 401(k) and job-related dental, vision, and hearing coverage, which I now badly need for cataract surgery in order to obtain similar employment. Because I acted under duress from the eviction threats, I did not think about those losses at the time.
On August 8, 2016, Paula received the requested verification from Medinformatix, yet I still received a letter from Tia dated September 27, 2022, stating that I "must vacate by October 28, 2022."
To date, despite numerous follow-ups, the latest of which Ms. Owens read on June 8, 2024, I have never received any feedback from Casa's Compliance Department, despite her promise during our July 2016 meeting, at which another tenant, Ms. Medina, was present as a witness.
As an aftermath of quitting my permanent job, and after enduring sleepless nights, cramps, and stress, I was involved in a car accident in 2019 in which I broke a rib and my late beloved spouse's 2010 Toyota was totaled. These documents were refused by Tia and her staff during my June 29, 2019 recertification meeting.
On May 20, 2020, I emailed Tia and the Housing Services Coordinators regarding my concerns about my 86-year-old widowed neighbor in Apartment 142, Elena, who suffered trauma after a "random stranger" entered her apartment while claiming to clean her walls but instead asked for her papers. The incident caused her such alarm that she fell in her bathroom, was hospitalized for several days, and now lives with her son nearby. I also reported VAWA-related incidents involving Maintenance and resident Martin, wheelchair-bound Anita in Apartment 122, myself, and a bunch of Casa master keys that I found outside the rear exit door near Apartment 142.
On June 8, 2023, because of my distress, diarrhea, and mental duress, I called the Redondo Beach Police after Tia posted another ominous letter on my door stating that I was "no longer eligible for residency at Casa" and requesting six months of pay stubs simply because I had informed her that I volunteered for 13 hours during the June 5 statewide elections.
On June 18, Tia again posted a warning letter on my door stating that I had grounds for lease termination because I had "harassed" Martin, "disrupted his work," and had been "blatantly disrespectful" by taking a picture of him while he was working on a puzzle in the Casa lobby, approximately 50 feet away, as I stood outside the Resident Coordinators' office.
I responded to another letter dated July 20, 2023, explaining that the allegations were blatant lies. I detailed that on July 19, 2023, after returning with groceries, I attempted to access the rear gate but found it blocked by a dark green metal object from the boiler room. Because my gate key was inside my purse in my parked car, I knocked on the side door using my car key until Martin opened it. Contrary to the accusations, I never frantically banged on the gate, nor did Martin remove the obstruction blocking it. I also explained that no adequate warning signs had been posted to advise residents not to use that exit.
Paragraph 23 of the House Rules, which Tia signed on December 27, 2022, states that "Landlord and management provides the protections required by the VAWA to tenants."
Regarding housing discrimination by the Redondo Beach Housing Authority, my late beloved spouse, Anthony Payne, and I originally applied in 2007. Following his death in 2011, I continued pursuing the application. Due to mailing errors and missing documentation that was not sent to my updated address, I was ultimately removed from the waiting list despite my repeated efforts to comply.
I also appealed to the Redondo Beach Mayor and City Council regarding the repeated incidents at Casa. Despite years of ignored emails beginning in 2020, and despite a meeting with Creative Housing Director Christina Cerrato on August 3, 2022, none of my concerns regarding TCAC compliance, tenant protections under VAWA, resident safety, or management's treatment of elderly residents were resolved.
I have also contacted the Elder Abuse Hotline several times over the years and have received multiple case numbers, the most recent being Case No. 435719 regarding a towing threat placed on my vehicle while it was legally parked after 5:00 p.m. in one of Casa's designated 30-minute parking spaces. This towing threat directly violated Casa's own parking rules, as residents without assigned parking are specifically permitted to use those spaces after 5:00 p.m.
I would greatly appreciate a prompt and judicious investigation, guidance, and resolution to prevent further incidents. I also ask whether my circumstances qualify me for any assistance, such as in-home support services like general housekeeping, which I was once able to afford while employed, or rental assistance while I remain on the Redondo Beach Housing Authority waiting list as a non-Section 8 beneficiary.
