If they're in Klamath Falls, have them call Klamath & Lake Community Action Services right away at (541) 882-3500. They help with things like rent, utilities, and other emergency needs.
Since cancer is involved, I'd also contact the Sky Lakes Cancer Treatment Center and ask to speak with their patient navigator or social worker. They often know about grants, gas cards, prescription help, and other programs for cancer patients that most people don't know about.
For the phone bill, have them apply for Lifeline if they haven't already. I'd also check with St. Vincent de Paul in Klamath Falls, as they sometimes help with emergency expenses.
I hope they get connected with some help soon. Cancer can put a family in a tough spot financially very fast.

I'm looking for financial assistance for the husband of a friend of mine who has cancer. She had to quit her job to care for him and that has left them with no income and bills over bills. They live in Klamath Falls, Oregon. If you know of any organization that can help or if you can help financially, please let me know so I can connect with them. Unless they receive help very soon, they are going to lose everything they have -home, car.
