Rebecca, since your husband is a veteran, I'd start with your local VA office or a Veterans Service Officer. They may know about emergency assistance programs for utilities, food, and other bills.
For the electric bill, contact Pennyrile Allied Community Services at https://www.pacs-ky.org/ and ask about LIHEAP crisis assistance if you haven't already. For food, check with local food pantries in Hopkins County while you're waiting for income to start coming in.
The good news is you have a part-time job starting this week, so hopefully this is just thing. I'd focus on veteran resources first since those can sometimes open up assistance that isn't available to everyone else.

Electric bill and food needed.
I live in Madisonville KY and my husband and I have no income. He quit his job for 15 years and I can still wait for disability.
I also have health issues and I’m waiting for SSI.
I do start a part time job this week - also my husband is a vet.
Please let me know if you have any resources to help feed us or pay the bills.
