SNAP EBT pay for dog food? How can I do it?

This woman's name is Lula. I have seen her several times walking the streets with her young grandson and het little dog. He looks to be about 1 year old. Last night I saw her again and she was standing at a gas station crying. She lives in a rundown apartment with her daughter's kids and the kids looked starved and dog was skeletal. She breathes with a portable oxygen tank and walks the streets looking for churches that will give her food.
She was initially denied disability and has been given a second set of papers to reapply. She needs food for her grandchildren, SNAP food stamps and disability assistance as well. Can the SNAP food stamps she get buy food for her and her dog? My heart breaks for this woman and I have vowed to get her the help that she so desperately needs. My husband and I are on disability, and we need help paying for dog food. Unfortunately, we "make too much money" to get help from Washington state pet food bank but we are on SNAP food stamps. We owe over 500.00 on our bills and seriously cannot pay for dog food and food too. Please help. We live in Yakima County, Washington state and wondering if we can use or SNAP EBT card to pay for dog food. Thank you,
