Hi,
While we feel for you, as pets (dogs, etc.) can be wonderful, the fact is they are expensive. People should not have pets if they can't afford them - whether it is food and vet care or things like a fence. Anyhow, we have no idea on your question of a fence, but maybe try asking a a free veterinary program we have listed. Maybe they have referrals to a fence install for pit bulls.
Another option is community action, as some help with home repairs, maybe a fence too. Locate a community action program in your state from the list we have.

A fence for my dog as live on fixed income
Hi there!
I’m an east NC native but currently residing in southeast VA. My boyfriend and I have two rescue pit bulls and are desperately in need of a fence due to a severely fixed income. We are looking to see if you or another org that you may know of could help us with a fence. We live in a small subdivision and our boys get walked twice a day, but I really want them to be able to have more enrichment like playing ball and things due to their energy level. They are under one year. My plan is to put them too in obedience school for recall but right now they don’t have it, and my red nose has a huge problem with being adventurous in the neighborhood. I think if he had an area for him to play and run outside of his walks it would help. I don’t chain him or my other pit. I refuse to ever do that. I find that very inhumane. They are crated in the air condition during the day. Both are vaccinated and neutered I’m just trying to find some sort of way for some assistance with a fence for them here at home. My boyfriend is a local musician in Johnson city and maybe we could help promote you guys too.
