Try LIHEAP in North Carolina. Contact info is 1-800-662-7030 (Care Line)

Duke Energy has a Moratorium, which is a prohibition against disconnecting utility service to residential customers that meet certain eligibility requirements that are established by the North Carolina Utilities Commission.
