Pennsylvania smog test help needed

Hello, I got my Mazda B3000 inspected and it passed the smog test but didn't pass the Pennsylvania Safety test due to that smog. The shop says it needs upper and lower control arms and a four wheel alignment and a window motor replacement, totaling $1956.00. I there any help available? I'm 71 and have a very low income and can't afford that. Once those fixes are done the smog test will pass. I live in Croydon, PA 19021
