Weatherization is offered in Oswego County NY. That won't help with your immediate bill though, but can help you save money in the future. Find a listing of utility assistance in Oswego, as well as the weatherization you asked about. Try calling the Oswego County Department of Social Services, which runs Home Energy and Heating Bill Assistance as the local Weatherization program. Dial 315-963-5000.

Weatherization programs are definitely what you need. They do have insulation and weather striping. Not sure if they cover mobile homes. Most do focus on the low income and senior citizens. Here is a listing of free weatherization and utility assistance programs in Florida, listed by utility company.

Yes, if you rent you can take advatage of weatherization grants. Renters and familes that get PIP, HEAP, TANF, SSI, or other low income assistance, or who meet the income limits, must apply to your landlord. You then need to sign an agreement and also must pay a small cash contribution toward the cost of services. And the landlord contribution is greater if heat is included in the monthly rent that you pay or if extensive heating work is needed. Landlords who meet the income limits themselves can have that contribution limit and requirement waived by the program.
