Your payment system was hacked

My water bill was current. But now the water company says it is due with a balance! I kept checking it in late January and February and when it was finally listed it was listed as a $27.00 credit all the way through to February 28th. Then suddenly on March 1st I owed nearly $300.00!!!???
So, I paid $70.00 just to cover myself while requesting an investigation to your computer system, which was obviously hacked or you are ripping me off.  I called back on March 2nd to check that $70.00 had posted and suddenly I was $125.00 in the rears!?!?!?!??? Obviously the NOS&WB payment system has been "HACKED"!!!!  When are you going fix it????
