Existing phone bill help does not really exist anywhere - whether NC or another state. Ask for a payment plan. Or try a charity. But there are "pro-active" phone bill assistance programs such as Lifeline in NC. You can often get a free phone and very low cost plans, but look here for help with a cell phone bill in NC.
