There are organizations that can provide you with short term help. The Mid Michigan Community Action has been helping families for over 40 years. They operate in Bay, Clare, Gladwin, Mecosta, Midland and Osceola Counties. Just over the last year they assisted almost 20,000 families with their bills, and provided over $10 million in aid.
MMCAA offers over 20 programs to help low to moderate income families by offering them short term help, and also be allowing them to become more stable over the long term. Some of these programs include:

There are several other non-profits, charities, and/or government programs located in Bay County Michigan. Some are funded by the federal government, others by private and public donations. Many partner with the local United Way as well. Some of the agencies to try to call for help include the following.
Catholic Family Services - Phone number 892.2504. They can help people deal with job loss, direct low income individuals to financial assistance programs for paying rent and heating bills, and offer other services and resources.
Hidden Harvest partners with local food banks, churches, and soup kitchens in order to provide and distribute food and groceries to low income in the region. Lutheran Child and Family Service of Bay City Michigan region can provide counseling on family and domestic issues, and can direct individuals to other local charities and non-profits so they can get help. Call 686.7650
