General Assistance
General Assistance is a program funded by Delaware that was designed to provide cash assistance and grants to lower income families people who do not qualify for federally funded aid programs, such as Social Security benefits or the Temporary Assistance for Needy Families (TANF).

Temporary Assistance for Needy Families (TANF)
This is Delaware's main grant and cash assistance program. The goal of the TANF assistance program is to give people temporary aid until they can obtain a job.

Food Stamps
This is a program offered to Delaware families that will that enables struggling families to buy a variety of food and groceries that is the basis for better health and nutrition.

Child Care Services

Delaware Utility and Heating Bill Assistance

Citizens Energy
Oil Heat Program will provide free heating oil to families who need help paying heating bills. Qualified families who need help will receive a one-time delivery of up to 100 gallons of free heating oil.

Weatherization Assistance Program
The Delaware Weatherization Assistance Program (WAP) will help homeowners save energy. It will install energy conserving improvements in homes to help them reduce their energy burden, lower their energy costs and utility bills, and improve their health and safety in the home.

Delaware Low Income Home Energy Assistance Program (LIHEAP)
The Delaware Energy Assistance Program (DEAP) is a program that ins funded by Delaware and the federal government for lower income families. It will help them meet their costs of home energy. There are three main components.

  • Summer Cooling Assistance Program (SCAP): This component operates during the summer months of June-August and it will helps pay for electricity bill to cool homes.
  • Fuel Assistance: Helps with paying home energy bills from the period of October 1 - March 31.
  • Crisis Assistance: This assistance program will aid households in crisis during the winter months. Help may be provided in the form of a supplemental grant payment to their fuel assistance benefit.
