Low income families can find financial assistance from charities, churches, or government social services in Clark County. Apply for rent or security deposit assistance or get free stuff including food, clothes, laptops, or furniture. Also locate government grants in Winchester to pay electric or utility bill.

There are also free medical or dental care clinics, vouchers to pay for gasoline, and other financial aid programs for seniors, the elderly, and disabled. Emergency financial assistance, free items and resources in Clark County

The Kentucky River Foothills Development Council Inc. is the lead agency that takes applications for cooling as well as heating bill assistance. They administer the federally funded Low-Income Home Energy Assistance Program. LIHEAP is a federal government funded program that is managed by the states and local agencies throughout Clark County.

The program is sponsored by the Kentucky Association of Community Action Inc. in partnership with the Kentucky Cabinet for Health and Family Services. The federal government also helps fund it. Each year, hundreds of thousands of dollars will be provided by The Kentucky River Foothills Development Council to be used to help residents who live in Clark, Madison, Estill, and Powell counties.

Heating and energy bill assistance is available to low-income households, senior citizens on fixed incomes, the disabled, and also to those people who are experiencing short-term financial difficulties. The amount of assistance awarded to each household will be based on the applicant’s household income, their level of poverty and the type of fuel they use for heating their home. Eligible participants can apply for assistance during the summer and winter months.

For those people whose heating bills range from $800 to $1,000, the LIHEAP assistance program may not be enough. If people own their own homes and do not rent, then they may be eligible for additional assistance from the government.

 

 

 

For example, the Kentucky Weatherization Assistance Program was established to increase energy efficiency in peoples homes, and it can save them hundreds of dollars per year on their energy bills. More details on Kentucky utility bills assistance programs.

While the LIHEAP program is a federally funded program, each state has different income qualifications. As in Kentucky, residents who live in other states may need more than LIHEAP aid to manage their heating costs. The federal government Low Income Home Energy Assistance Program, or LIHEAP, is paid for by the federal government. It can assist low-income families with paying their utility and energy bills. While funding is limited and comes with conditions, Clark County families who are income-eligible may get help with paying home heating costs or even summer cooling bills. The main programs are for a crisis, ongoing subsidy, and summer cooling bills. Priority will usually be for seniors, families with children and those facing a shut off.

 

 

 

 

Weatherization is offered by the Clark County Kentucky River Development Council. It offers free resources to the low income and people with excessively high utility bills. This particular federal government program works to reduce a households cooling and heating costs. It will help them improve the safety of their homes by providing the homeowner with free energy efficiency measures. When implemented it can reduce your heating and power bills by up to 30%.

Head Start is offered for children from low income families. It can provide them with educational services, health care, and other needs. The social and health interventions available as part of Head Start help children, youth, and their families succeed in school and life. The agency is dedicated to improving the lives of children and youth in Clark County.

The community action agency’s Head Start program helps low income families and economically disadvantaged children from birth to 5 years old. They can get assistance with developing educational and social skills. Parents need to play a key role too.

The program work closely and in collaboration with the Clark County school systems. Together they encourage school readiness by enhancing the cognitive and social development of children. It facilitates educational programs, but it can provide more, such as a snack/meal and basic health care check ups. Parents can even sign up for the social service component.

Housing and rental assistance may be coordinated in Winchester Kentucky by section 8 as well as the Tenant Based Rental Assistance Program. Those who are supported will be the current homeless, families that are being evicted within a week, individuals in transitional housing and victims of domestic violence. Salvation Army in Winchester and Clark County administers resources for the low income, unemployed, and people facing poverty. While any type of financial aid is very limited, some funds or grants may be provided for paying rent or energy bills. Other services include free food, a thrift store, and Christmas assistance as well as free stuff including school supplies or laptops for students.
