Help for paying heating bills

The Kentucky River Foothills Development Council Inc. is the lead agency that takes applications for cooling as well as heating bill assistance. They administer the federally funded Low-Income Home Energy Assistance Program (LIHEAP). LIHEAP is a federal government funded program that is managed by the states and local agencies throughout the state. In Kentucky the program is sponsored by the Kentucky Association of Community Action Inc. in partnership with the Kentucky Cabinet for Health and Family Services.

Over $500,000 will be provided by The Kentucky River Foothills Development Council to be used to help residents who live in Clark, Madison, Estill, and Powell counties Kentucky.

Heating and energy bill assistance is available to low-income households, senior citizens on fixed incomes, the disabled, and also to those people who are experiencing short-term financial difficulties. The assistance amount awarded to each household will be based on the applicant’s household income, their level of poverty and the type of fuel they use for heating their home. Eligible participants can apply for assistance during the summer and winter months.

For those people whose heating bills range from $800 to $1,000, the LIHEAP assistance program may not be enough. If people own their own homes and do not rent, then they may be eligible for additional assistance from the government.

For example, the Kentucky Weatherization Assistance Program was established to increase energy efficiency in peoples home, and it can save them hundreds of dollars per year on their energy bills. More Kentucky utility bills assistance programs.

While the LIHEAP program is a federally funded program, each state, including Kentucky, has different income qualifications. As in Kentucky, residents who live in other states may need more than LIHEAP aid to manage their heating costs. Fortunately, Kentucky is also increasing its spending on providing energy efficiency and weatherization programs to its residents.
