A $1,400 balance is a lot different than the almost $4,000 you started with, so at least you've gotten it down some and nice job! One thing I'd do is look over the Need Help Paying Bills page as the have tons of utility stuff there and the county list is at https://www.needhelppayingbills.com/htm ... ogram.html. Maybe a charity will help or something.
Also Since the account is in collections now, I'd also keep talking to the City of Rocky Mount utilities department and let them know you're looking for work and have already paid the balance down quite a bit. Maybe they'll have another payment option or way to get the service turned back on before the entire balance is paid, but it's worth asking.

I tried getting assistance from DSS, in which they looked at my bill and could not offer assistance.
However I gave up my house and now I am trying to get services again. I have gotten the almost $4000 .00 bill down to $1493.66. I tried to decide, but they were unbearable. It is now in collections and to get services again I must pay the balance in full. I am a college graduate, mother of three and I am seeking employment. Please let me know if your company could be of any assistance with me on this bill of $1436.66 which I owe. Thank you so much.
