Seems you are both in the Charlotte area, and we have free car programs listed for there (and all of NC). Of course these programs are not common, but possible to apply at. In general, they are needed for work reasons, and look here for a free car in NC.

There are programs for disabled people to help them get around. Many are accommodative of wheelchairs, such as paratransit. You can find more information on wheelchair friendly transport.

Well there are programs to help people move with a section 8 voucher, they are not really senior specific. The formal name of the program is "porting", but it is really transferring the service. Look here for getting section 8 relocated.

For cancer patients specifically, there are some non-profits such as Cancer Care to try. The USDA also has interest free loans and also some low income people on Medicaid can get a grant.
