He is a welder and can't get a job? Really? Y'all got to move to NC I know of dozens of welding jobs in my area. Would assume Texas has many too. I see Texas has one of those government job centers and looks like called Workforce there & I see the site at https://setworks.org/. Try them as they can probably hook you up in a second for jobs and maybe rent help places
