While we feel for you, as pets (dogs, etc.) can be wonderful, the fact is they are expensive. People should not have pets if they can't afford them - whether it is food and vet care or things like a fence. Anyhow, we have no idea on your question of a fence, but maybe try asking a a free veterinary program we have listed. Maybe they have referrals to a fence install for pit bulls.
Another option is community action, as some help with home repairs, maybe a fence too. Locate a community action program in your state from the list we have.
