There are a couple ways your kids may get a Chromebook. Sometimes charities give them out as part of free back to school supply events. But this is a little more rare as generally clothes, backpacks, and more "basic" stuff is offered, but look here for details on free school supplies for the low-income.
Another options may be using government benefits to get a Chromebook. As some states offer it is part of Lifeline. There are also non-profits like Everyone On that give students laptops or Chromebooks.
