So you need ~$600 dollars more? Seems doable from a charity or non-profit. Try his for
organizations in Raleigh and Wake County that offer help to people.
The city also has a community resources page. Maybe some of the situations apply to you? If so, it is here

Due to some added fees I am required to pay $1750.00 and have $1160.00 already raised, I am seeking assistance with the additional $590.00. Hi,
We are not sure of some of the legal questions you asked, etc. But if she is in abuse situation, your friend should go to the authorities and/or contact domestic abuse hotline. As maybe she won't be safe in Raleigh either? But as far as her getting help for her bills and what not, she can look here for resources.

Dear Sir/Madame,
I would like to have some advice for my friend who wants to live in Raleigh NC but needs help. There is a domestic violence against her.
She is 43 years old women (American citizenship by her husband). Her husband is American. They are married for 20 years and they have a 10 years old son.
Her husband always says, she can't rent alone an apartment, she can't support financially herself and their child, what she is earning not enough for anything.
She really wants to get out of this relationship and move with his child somewhere in Raleigh (their child already has a friends there, she has a job there). She wants peace in their life and enough money / income to pay the bills. She wants divorce, but they have a lot of debt, and tax debt too. She wants to move out as soon as she can (Might she will save some money, but definitely not enough to live alone with her child without help ).
My questions is:
- Can she have any financial help till they don't divorce?
- Is there any help her to move out? Any financial help to get an apartment, pay to turn the utilities on or help her to get a cheaper car? What places can help her in Raleigh?
- Is there any benefit what she can receive (as she will alone with her child)?
She said, she can't leave because she doesn't have enough money. Is it really true? Can't she receive any benefit to pay their rent and bills?
