I'm living in a house with no electricity, gas, and water. I am struggling as I am underemployed - not enough hours at my work. The utility bill is outdated. The electricity has been off for 4 years. The bill is in my mother's name, but she is deceased. I live with my father who is a senior veteran over 65 and employed full time. I myself am underemployed. So if you know of any programs that can help me with work and bills, it will be greatly appreciated.

Since you seem to indicate you are healthy, and willing to donate and give back too, try donating Plasma maybe? Of course check with your doctor or medical professional, but you may be able to get a couple hundred per month or so. Maybe that can help you, the underemployed.
