If it is emergency response, and you are disabled, you may qualify for government phone bill assistance programs. They may give you a discount or some financial help. But it will be for future bills...not the current one.

Landline phone bills

To Whom It May Concern,
I am a disabled individual who needs assistance paying my landline bill. The only income that I live on is SSI and this month I'm not receiving it because of a mix up. I need my landline to stay on because I have an emergency response machine that is connected to this number. If I could get any help, I would be more than grateful. I would appreciate a response to this email.
