Wait, to be clear, you are trying to help others? Or do you yourself need help? Either ways, try this for a list of organizations in Montgomery TX for rent help.
Maybe they can also get those people into a shelter.

We are trying to help them and have been here operating a small shelter for them running on small generators since September. Unfortunately the storm has made it very difficult. We have no heat and very little money because we've had to furnish fuel for generators or help these young people get into a shelter. They seem stranded and really are out of choice as young and troubled. They need help immediately and they don’t seem to care. Please help us. We've been through hell.
