Having a premature baby in the NICU for 2 months had to throw everything off but always great when reason someone gets care. Formula alone ridiculous not to mention medical bills and Trump making ACA plans so unaffordable people cut insurance. Since you already went without power for a couple days, don't wait on WIC. Also ask your baby's pediatrician or the hospital where your baby was treated if they have any formula they can give you or know of local programs, as a lot of NICUs keep samples or know where families with premature babies can get help.
