Hi Lydie
That is some message - great for you for wanting to work and to contribute to society! We of course are not Visa or work paper experts, but we do have a list of
places that help documented immigrants. Try them for resources.
As far as a more official website for people with a F1 Visa (or any Visa) try this for help here.

To whom it may concern,
I hope this email finds you well.
My name is Lydie, I am an international student on a F-1 visa I was advised to reach out to you by Harris Creek Baptist Church as I am seeking assistance regarding my unexpected financial predicament.
Earlier this year, I went to complete a market research study to earn some extra cash to help alleviate the financial strains I feel as a University student. As I arrived at the location and went on to park my car, I accidentally scratched someone's vehicle. Since I was at fault, I left a note to the car owner with my information to settle the matter.
After exchanging contact information, I did not hear anything from the insurance company or the car owner for months, and I thought they decided to drop the claim until their insurance contacted me. The car owner's insurance company instructed me to pay about $3,800 for the repairs on those scratches. I was informed that if I failed to pay the repair cost I would be sued and have to pay the legal fees in addition to the repair cost and may also get my driver's license taken away.
I thank God I struck a deal with the insurance company to pay them $2,000 within three weeks to buy me some time to collect the money however I could. Unfortunately, due to my F-1 student status, I cannot work off campus, and since I am currently not enrolled for the Fall semester due to medical reasons, I am not eligible for on-campus jobs.
Reaching out to Churches for Benevolence Ministries is literally my last resort because my immediate family members are financially stranded as they have to pay for my other siblings' university tuition, with some of them in medical school. I am not asking you to assist me with the whole of $2,000; even $100 or $200 in financial assistance could help me get closer to my goal; I would appreciate any help.
