Sleeping in the car with 3 kids - can't imagine that and has to be so hard. But you did the right thing getting out if things weren't safe. Since you're in Panama City, try Catholic Charities of Northwest Florida at https://www.ccnwfl.org/ as many help women living in unsafe situations or may even have some funds for housing like rent or help you legally. Also try Salvation Army of Panama City (850-769-7989) because they sometimes have motel vouchers or maybe a shelter for homeless people. And of course if still unsafe from the dad/husband contact the authorities.
I'd also let the housing program you already applied to know you're living in your car now, as sometimes that changes your priority. If the girls aren't already connected with their school counselor, let the school know too because they often know about local family and homeless programs that aren't easy to find online.
