The local community action agency may be the best option for the utility bill help you need. They often partner with DHS on helping people apply. If you work part time, you must have some funds for a portion of it, so try the
Pinellas County community action agency for referrals. Make an inquiry with them about LIHEAP as well.

I SENT AN EMAIL EARLIER THIS MONTH ASKING ABOUT ASSISTANCE FOR AN UTILITY BILL THE EMAIL INFORMED ME TO CONTACT MY LOCAL DHS OFFICE IN CLEARWATER FLORIDA, IN WHICH I DID BUT THE AMOUNT OF MONEY THEY ARE ASKING ME TO PAY BEFORE THEY HELP IS ASTRONOMICAL AND SEEING AS I ONLY WORK PART TIME I CAN NOT AFFORD BOTH PARTS THAT I HAVE TO PAY. IS THERE ANY WAY YOU CAN HELP OR DIRECT ME TO SOMEBODY WHO CAN? I NEED SOME OTHER OPTIONS BESIDES DHS.

Great job in contacting all those agencies. Sounds as if you took all the right steps. A link is below with info on maybe some other options. Also, you say you did try Progress Energy
Energy Neighbor Fund, as this fund is for families and people who are low-income, and they can receive utility and electric bill help through the fund. Pinellas, 727-443-2641 is the number.
Also, maybe try LIHEAP crisis program.

The ones I have contacted are as follows: Pinellas Opportunity Council, Religious Community Services, Salvation Army, Catholic Charities, Calvary Baptist, Sound Mind Ministries, Daystar, Free Clinic/We Help, Pinellas County Human Services (EHEAP), Urban League (LIHEAP), United Way, St Vincent de Paul, "He Cares" Ministry, Citizens Alliance, Pinellas Village, & Progress Energy Neighborhood Fund.
I am still seeking work and I am also attending school to improve my skills. Also, due to recent changes in law, I can get some additional unemployment but I will not be able to get it before the electric is shut off because AWI has an ancient computer system and they are staggering the times to claim it...my account has not been reactivated yet but their website says to check back each day this week. In any case, I don't think I can get it paid to me until 8/20 at the earliest because of the delay between claiming and paying (assuming their computer system lets me claim it this week). I would not ask anyone to send me any money directly...it can be paid to Progress Energy directly if anyone is able to help. I am also willing to work it off if you want and you have something I can do.
