Well there are programs to help people move with a section 8 voucher, they are not really senior specific. The formal name of the program is "porting", but it is really transferring the service. Look here for getting section 8 relocated.

I am writing on behalf of my senior parents, who are living on a very low income from SSI/SSA and are participants in the Housing Voucher program. Currently, they reside at Nassau Lakes apartments. However, recurring water leaks in their unit have created serious health risks and issues, prompting them to seek relocation to another apartment nearby.
Due to their limited income, they are unable to afford the moving expenses. I'm inquiring if your organization offers grants or financial assistance to help cover these costs.
