Yes, rents in Southern Cal and San Diego generally go up way faster than inflation. So a couple options - try this for our general list of San Diego rent assistance programs.

Do you know of any resources in my area other than HUD that could help? I have tried calling MAAC Project home energy assistance many times, but the line is always busy. Thank you for your kind assistance.
