Hi,
Yes, most section 8 programs, whether in SC or somewhere else, are closed and/or have long waiting lists. As resources/units are limited and the demand for income based housing from section 8 or other programs is high. But there are emergency vouchers, though rare, and look here for

				Imminently homeless; employed but low-income and have plenty of necessary bills to pay. Most agencies in the Kershaw county, SC area have always told me no available funds and section 8 waiting list is long. I don't qualify for one reason or another, etc. Columbia Housing Authority has had their section 8 waiting list closed for 7-8 years now. Or numbers have been disconnected or no longer in service. Please help.
